The Apple Developer account is effectively dysfunctional; I added a new user literally 2 hours ago and now nothing within the panel works; it’s a joke. Support is non-existent and trying to reach somebody on the other end is nay impossible.

You are screwed! Or

Sorry, something went wrong. Try your request again. If the problem continues, contact us.

Expect to deal with the most useless support if you can get through to anyone.
